The proceedings in the Lower House of the Parliament were adjourned till 2 PM, while the Upper House was adjourned till 12 noon on Thursday amid protests by the Opposition.
Minutes after the proceedings began in Rajya Sabha, the House was adjourned till 12 pm amid opposition sloganeering on Special Intensive Revision (SIR) in Bihar.
Union Home Minister Amit Shah will address the Lok Sabha today. At the same time, Prime Minister Narendra Modi is expected to deliver his speech in the evening, according to a government source.

After the Lok Sabha was adjourned for the third time on Monday, BJP MP Nishikant Dubey claimed that the Congress is running away from discussion on Operation Sindoor, scheduled to held today, alleging that the largest Oppostion party is in "fear" of Pakistan and China being exposed.
Birla said that there was discussion with leaders of all parties, referring to the all party meeting held on Friday to decide on the Operation Sindoor discussion, calling the Opposition to show commitment to the discussion they sought.
"If I speak, it will be inside (the house). I am aware of that (adjournment of Lok Sabha), that's why I am standing here (outside)," Gandhi said while talking to reporters here.
The Upper house met briefly at 11 AM today before being adjourned amid Opposition's sloganeering. Similarly in the lower house, Opposition MPs protested against the Bihar SIR, raising slogans against the exercise.
The proceedings of both the lower and upper houses of Parliament were adjourned until noon today amid ruckus over demands for discussions on various issues, including Operation Sindoor and the voter list revision exercise being carried out in Bihar.
Tamil Nadu Chief Minister MK Stalin alleged that Special Intensive Revision is being misused to quietly "erase" voters from disadvantaged and dissenting communities as both Houses of the Parliament were adjourned till Monday after uproar over the exercise in the poll-bound Bihar.
Bharatiya Janata Party MP Jagdambika Pal, chairing the Lok Sabha, urged the Opposition members to maintain decorum in the house and let the private members bill be introduced so that discussion can take place.
