Assam Chief Minister Himanta Biswa Sarma on Thursday laid foundation stones for the infrastructure upgradation of Dibrugarh University under the PM-USHA Scheme and Chief Minister's Special Grant, with a total financial outlay of Rs 146.43 crore.
