C4 acts as a decision-support and collaboration hub for administrators — guiding daily operations, managing resources efficiently, and responding swiftly during emergencies. More than 70,000 input and output data points are continuously monitored and analyzed in real time. By integrating technology, infrastructure, and governance into one intelligent platform, C4 boosts efficiency, strengthens resilience, and enhances quality of life — making the city safer, smarter, and more sustainable.
