Gujarat Pushes Major Recruitment Reforms as GARC Submits Sixth Report to CM

Gujarat has taken another major step toward strengthening youth empowerment and administrative efficiency. Chief Minister Bhupendra Patel on Wednesday received the sixth report of GARC, the Gujarat Administrative Reforms Commission, led by Principal Advisor Dr. Hasmukh Adhia. The report outlines nine key recommendations aimed at making government recruitment faster, transparent and technology-driven, ensuring timely opportunities for the state’s youth—Gujarat’s demographic dividend. GARC has proposed a fixed timeline for recruitment, completing three-stage processes within 9–12 months, and two-stage within 6–9 months. It suggests joint recruitment exams, a Common Entrance Test, and two fixed requisition windows annually for all departments. A major push has been given to digital transformation, including complete digital document verification, a candidate-friendly dashboard, and a unified workflow from requisition to appointment. The report also recommends capacity building, creation of a Medical Services Recruitment Board, more computer-based exams, and a 10-year recruitment calendar for all departments.
