Upon request of Kishtwar Police, NIA Special Court, Jammu, issued Non Bailable Warrants (NBWs) against 23 terrorists who hail from District Kishtwar but they are settled and operating from Pakistan or Pakistan-occupied Kashmir(POK), said the police.
