Prime Minister Narendra Modi on Tuesday praised the commissioning of Hindustan Petroleum Corporation Limited's (HPCL) Residue Upgradation Facility (RUF) at the Visakh Refinery in Andhra Pradesh, describing it as a state-of-the-art facility that will strengthen India's energy security.
