He further said that the agreements between Prime Minister Narendra Modi and President Vladimir Putin have laid the foundation of a reliable India-Russia relationship.
External Affairs Minister S Jaishankar on Tuesday, said that while there have been ups and downs in relationships between all countries, the only constant in the global politics has been the ties between India and Russia.
