Amid rising Chinese "gray zone" tactics in the Taiwan Strait, Taiwan's Coast Guard is in discussions with "certain countries" to conduct joint humanitarian exercises. The move comes as incursions by disguised Chinese naval vessels continue near Kinmen County.
