Authorities rushed to the site of the incident at around 11:30 pm (local time) after a person on a separate panga boat called 911 to report about victims in the water.
"It is a clear case of corruption. The contract was given to the relative of a CPI (M) leader. That itself shows that there has been a huge corruption in the waste management of Kochi Corporation," V Muraleedharan said.

Five members of a family including three children, were killed after a massive fire broke out on the roof of a house in Hara Mau village of Kanpur Dehat district on Saturday night, the police said.
According to Deputy Commissioner of Police, GS Sidhu, the victim was sitting with his friends at a property dealer's office, during which some unidentified miscreants came and fired around three rounds at them.
The blaze -- rated by fire tenders as a third-degree fire -- erupted in a billboard on top of the building and fire subsequently engulfed the entire building, according to sources.
Earlier, the Kerala High Court constituted a committee to observe the situation at Brahmapuram Waste Management Plant where the fire occurred last week.
