The US accused Rwanda of violating a peace deal after M23 rebels seized Uvira in eastern Congo. Despite a fragile calm, hundreds of civilians were killed and thousands displaced, raising fears the renewed fighting could derail US-brokered peace efforts.
"Rwanda is leading the region towards increased instability and war," US Ambassador to the UN Mike Waltz told the UN Security Council. "We will use the tools at our disposal to hold to account spoilers to peace."
