Retired IAS officer Gyanesh Kumar (1988-batch IAS) from Kerala retired as secretary of the cooperation ministry in February. Sukhbir Singh Sandhu, former Chief Secretary, Government of Uttarakhand, will be the Election Commissioner, sources said.
