The Senate needs 60 votes to move forward on the continuing resolution, which has become central to the bipartisan effort to end the weeks-long impasse.
"Due to the lapse in appropriations, the Chief Administrative Officer's (CAO) Office of Payroll and Benefits has no authority to pay salaries until an appropriations continuing resolution or a Fiscal Year 2026 appropriations bill is signed into law," the notice states.
Only two Democrats and 93 Republicans voted against the bill. The legislation will now advance to the Senate, where Majority Leader Chuck Schumer has indicated swift consideration.
