Speaking about Article 105 of the Constitution, which guarantees freedom of speech in Parliament, the Speaker said that while freedom of speech is a fundamental right, it is regulated by the rules and traditions of the House.

Lok Sabha on Wednesday rejected the opposition resolution for the removal of Lok Sabha Speaker Om Birla through a voice vote amid noisy scenes in the House with Congress members protesting against the remarks of Home Minister Amit Shah against party leader Rahul Gandhi.

"Telangana Speaker was under immense pressure to take this decision. Rahul Gandhi is a joke of a leader. On one hand, he flaunts the constitution of India and continues to portray himself as the saviour of the constitution of India, and he also talks about defections and how automatic disqualification should be done," he told the media.

Union Home Minister Amit Shah will address the Lok Sabha on Wednesday during the debate on the motion seeking the removal of Speaker Om Birla.

Devarayalu lauded Om Birla and noted that several major bills were passed in his leadership of the House as Speaker, including the Women's Reservation Bill, abrogation of Article 370 and the Triple Talaq Bill

"We shall bring an impeachment motion against the Chief Election Commissioner as per Article 324 of the Constitution. We have many, many complaints about him," Roy said.

Owaisi argued that Pal, appointed by the Speaker, can't preside over the no-confidence motion debate, citing Articles 95 and 96 of the Constitution. He demanded the House's stand be taken, stating Rule 10 can't override constitutional provisions, and accuses the government of creating a "constitutional mess."

"When you look at Constitution, and the rules of the house, no one has challenged any decision of the Speaker. That day I was upset for the fact that the Opposition MP said that 'I do not need permission from anyone to speak in Parliament', this is on record. 'This is my right to speak in Parliament', our Leader of Opposition said this. So I was thinking, there are many senior members in Congress, why did they not explain that in this House, PM, minister, LoP can be present but one needs permission from speaker to speak," Rijiju said in the House.

Congress MP Mohammad Jawed on Tuesday moved the resolution to table the no-confidence motion against Lok Sabha Speaker Om Birla.
