New Delhi [India], Apr 21 (ANI): Addressing the civil services officers on the occasion of 11th Civil Services Day, Prime Minister Narendra Modi asserted that political will is needed for reform, but the performing part of this formulation must come from civil servants.

New Delhi [India], Apr 21 (ANI): Addressing the civil services officers on the occasion of 11th Civil Services Day, Prime Minister Narendra Modi asserted that political will is needed for reform, but the performing part of this formulation must come from civil servants. "We have got a bit extra political will to carry out reforms and asked bureaucrats to break silos and work together as a team to perform and transform the country. We have to bring them on one wavelength and when we run these three (political will, performance by bureaucracy and public participation) on one wavelength, then we get good result," the Prime Minister said. Highlighting his government's mantra of reform, perform and transform, Prime Minister Modi said they is no dearth of political will for reforms in his government. "There is no dearth of political will for reforms. Perhaps, there is extra will and the country can transform only if there is people's participation (jan bhagidari)," he added. The Prime Minister also said that the government needs to change its role from being a regulator to an enabler in view of changing dynamics. "Things have changed vastly in the last 15-20 years. Earlier, the government was everything. General public depended on the government for all their needs. But now they have an alternative," Prime Minister Modi said. Citing examples of private hospital and airlines, the Prime Minister said people have been criticising public services and tend to be more satisfied by private services. "Moving away from the time when government was everything, we are now in an era of competition. Because there were no alternatives available, the government's responsibilities have grown," he said. Prime Minister Modi also conferred the Prime Minister's awards for Excellence in Public Administration to Districts and other Central and State organisations for effective implementation of Programmes and Innovation. The awards have been instituted with a view to acknowledge, recognize and reward the extraordinary and innovative work done by Districts and Organizations of the Central and State governments for the welfare of common citizen.
