EX-SC judge PC Pant, IFS officer Dyaneshwar Mulay named NHRC members

New Delhi [India], Apr 22 (ANI): Former Judge of Supreme Court of India Justice P.C. Pant and IFS officer Dyaneshwar Mulay have been appointed as members of the National Human Rights Commission (NHRC) and another vacancy will be filled up shortly, sources said on Monday.

New Delhi [India], Apr 22 (ANI): Former Judge of Supreme Court of India Justice P.C. Pant and IFS officer Dyaneshwar Mulay have been appointed as members of the National Human Rights Commission (NHRC) and another vacancy will be filled up shortly, sources said on Monday.
NHRC has been plagued by vacancies after the appointment of Justice P.C.Ghose as Lokpal.
One legal notice has been served upon the Cabinet Secretary while another notice has been served to Home Secretary of India for filling up the three vacancies in the NHRC and bringing the Protection of Human Rights (Amendments) Bill, 2018 into force.
The legal notices were served upon the two top secretaries by a human rights lawyer, Radhakanta Tripathy, on April 5 giving them time to take action within four weeks.
“Else I will be constrained to move before the Apex Court to seek appropriate legal remedy,” Tripathy had said.
Now, the NHRC runs with its Chairperson Justice H.L. Dattu, and Jyotika Kalra, the only member at present. Out of five positions of the NHRC, three are currently vacant. 
This makes the NHRC handicapped to function as it lacks the quorum to take certain decisions. As per the statute, the NHRC requires a Chairperson and four other members.
In a PIL filed before the Supreme Court, Tripathy had pointed out the “lack of will” on the part of the Indian government in implementing the Paris Principle.
On April 4, the Union Cabinet chaired by Prime Minister Narendra Modi had given its approval to the Protection of Human Rights (Amendments) Bill, 2018. (ANI)
