Hyderabad (Telangana) [India], February 6 (ANI): Congress senior leader and Advisor to Telangana Government (SC, ST, OBC & Minorities) Mohammed Ali Shabbir has urged Chief Minister A Revanth Reddy to order a CB-CID inquiry into alleged irregularities in the Intensive Household Survey (IHS) conducted in 2014 by the then TRS (now BRS) government.
In a letter addressed to the Chief Minister on Wednesday, Shabbir Ali highlighted that a document titled 'Samagra Kutumba Survey (SKS)' or 'IHS-2014' is circulating with misleading information regarding the population of various castes, including SCs, STs, and BCs.
He expressed concern that the figures from this survey were never officially released but were selectively leaked to the media, distorting caste demographics.
The survey, conducted on August 19, 2014, reportedly involved nearly four lakh government employees, including police personnel, for data collection. However, Shabbir Ali pointed out several irregularities, including the voluntary nature of data collection to avoid legal scrutiny and the absence of legal notification under the 'Collection of Statistics Act, 2008'.
He stated that personal details, including Aadhaar numbers, ration card details, bank information, LPG connections, and vehicle registrations, were collected across eight broad areas covering 94 items.
Despite an expenditure of Rs 100 crore on the survey, the results were never tabled before the Assembly. Shabbir Ali raised suspicions of financial misappropriation and alleged that sensitive citizen data might have been sold to private entities, leading to a breach of privacy.
He also noted that the same document, with fabricated caste figures, is now being circulated on social media to create unrest following the release of the Telangana government's socio-economic caste survey on February 4, 2025.
Calling for strict action, Shabbir Ali demanded that those responsible for misusing public funds and compromising citizens' data be held accountable. He urged the government to investigate whether private entities accessed the collected information.
Emphasising the gravity of the issue, he urged the Chief Minister to take immediate steps to ensure transparency and accountability in handling public data.
BRS National Spokesman Dr Dasoju Sravan Speaking to ANI in Delhi said that "The letter written by former minister Shabbir Ali is an indication of their height of stupidity. The letter amplifies not only their inefficiency, intellectual bankruptcy and top of it that idiotic attitude. It was 11 years ago survey has taken place, the historical survey was done by CM of Telangana just after formation of state, there was need for that survey because after so many years of suppressions Telangana state has become reality and just after the formation it was necessary to understand socio economic and cultural backwardness of Telangana population. A massive comprehensive survey was conducted historically on one single day. That survey report was useful for the government for 10 years to come out with comprehensive development and welfare programs. If Telangana has developed only because of that survey. A per-capita income of 1,15,000 to 3,50,000 growth happend that's because a data based development launched by KCR. What have you done in 10 years. In your letter Mr Shabbir Ali has mentioned that letter was in the month of August 2014, today is 2025. Were you sleeping like Kumbhkaran for 11 years. I don't think you have written this letter, it was promted by Revanth reddy that you to writte this letter or henchman of Revanth reddy has written and asked you to sign. Mr Shabbir Ali, you cheated the people of Telangana in your own constituency, In kamareddy BC declaration was made, you have not implemented for last 11 months and so much of Pompacity you have launched Caste census. You came to power with the BC declaration, caste census was launched and was not conducted in an appropriate manner. Shabbir Ali and Revanth reddy should tell, how come BC population will come down in 11 years? How come the forward class population will increase and BC population will decrease? Does it happen anywhere in country? You are incompetent and inefficient to conduct a Caste census. You failed to do so, you wasted public money and time in addition. When BC are questioning you have started a mudslinging campaign against BCs. I am demanding if there must be an inquiry must be launched, it should be launched on the caste census, the farce that has been done by Revanth reddy government. How come after spending 300 crores, why the caste census was not done in the scientific manner? why so much of Data Discrepencies? Why BC population have come down? What is the manipulative intent? In addition what happed to dedicated commission based on the high court order with an iAS officer was appointed who are suppose to determine the percentage of the reservation. What happend to that report? Why is that you are not making it accessible to the people of Telangana or BC".
BJP MP Raghunandan Rao speaking to ANI said that, "It's been 14 month since congress formed the government, now if somebody is writing the letter to CM asking to conduct enquiry in Samagra Kutumba Survey, how it sounds that gentleman writing the letter should understand. What congress was doing? If there is no documents or authentic evidence for Samgra Kutumbha Survey, why didnt you Lodge a complaint for 14 months? Now when the people are asking and questioning Samgra Kutumbh survey and Congress Caste census, there is a discrepancy of 25 lakh people of BC in these two surveys. In 2014 there was 1 crore 90 lakh surplus and now it is 1 crore 62 lakh surplus, so why this difference? When all the caste population is increased, why the population of BCs decreased? This is the basic doubt raised by all Caste sanghas and other leaders. Then you want to file the complaint to cover your mistakes done by your survey. If you want to file the Samgra kutumbha Survey, It is very bad Revanth, you should have filed when you took charge. After waiting for 14 months some of your colleague writes a letter to congress to conduct CB CID investigation, this is very unfortunate taking revenge against Poltical Party." (ANI)
