President Kovind clears ordinance restoring 200-point roster system for faculty recruitment

New Delhi [India], March 8 (ANI): President Ram Nath Kovind on Friday promulgated Central Educational Institutions (Reservation in Teacher's Cadre) Ordinance 2019. 
The Ordinance will restore the 200-point roster system for faculty recruitment under which university will be considered a "unit" instead of departments or subjects.
As the President promulgates the Ordinance, University Grants Commission has asked central universities, state universities receiving grant-in-aid and deemed to be university receiving grant-in-aid from UGC or government, to start recruitment of teachers immediately.
Earlier on March 5, Union Human Resource Development Minister Prakash Javadekar also reiterated the government's commitment to implement 200-point roster and said, "The issue of recruitment of University teachers and professors and what should be the roster came in public discussion because of the court decision."
He added, "We have a system of 200-point roster where the university is regarded as one unit but the court decided against it and directed for the departmental roster. We never agreed to this position, so we filed a review petition that also stands dismissed now."
He further asserted that the government is in favour of 200-point roster.
Javadekar had also underlined the government's point of view that reservation must be there and it should not be department wise.
In January, the Supreme Court had upheld an Allahabad High Court ruling that reservation in faculty posts in universities should be applied department-wise and not by treating the university as one unit. (ANI)
