"Incident can happen due to mutual disputes in any country," says Union Minister Lalan Singh on Bihar's rising crime

Amid the recent hike in crime cases in Bihar, Union Minister Rajiv Ranjan (Lalan) Singh on Thursday said that incident can happen due to mutual disputes in any country.

Munger (Bihar) [India], July 17 (ANI): Amid rising crime cases in Bihar, Union Minister Rajiv Ranjan (Lalan) Singh on Thursday said that incidents can occur due to mutual disputes in any country.
He claimed that such incidents are not unusual and stressed that action is taken immediately against those responsible.
"How many kidnappings used to happen in the state earlier? If I hit him, they hit me then is this a crime? This is a mutual dispute. Incidents can happen due to mutual disputes in any country in the world. But here action is taken immediately. The people who commit the incidents are arrested," Lalan Singh said.
His comments came after a prisoner, Chandan Mishra, was shot by unidentified attackers while on parole for medical treatment. Mishra was admitted to Paras Hospital in Patna when he was attacked.
Chandan Mishra is a known criminal with several murder cases registered against him. Police suspect the shooting was carried out by a rival gang. "The prisoner is undergoing treatment," said Patna SSP Kartikay Sharma.
Meanwhile, Additional Director General of Police (ADG) Kundan Krishnan said murder cases usually increase in Bihar during the months of April, May and June, as many farmers are not engaged in agricultural work.
"Recently, a lot of murders have happened in the whole of Bihar. Most murders happen in the months of April, May and June. This continues until the rains come, as most farmers do not have work," ADG Kundan Krishnan said.
He added that crime reduces after the monsoon, as the farming community becomes busy with agricultural work.
"After the rains, people in the farming community get busy and the incidents reduce... So we have formed a new cell this month. The work of that cell will be to create a database of all the former shooters, contract killers and keep an eye on them," he added.
On Thursday morning, another case of crime was reported in the state. The blood-soaked body of 20-year-old Shivam, also known as Bunty, was found outside his house in Hathiyakandh village under the Shahpur police station limits, West Patna Superintendent of Police Bhanu Pratap Singh said.
Shivam was the son of Rakesh Singh. His family said he had been studying while staying in a rented house in Danapur with his parents, and had returned to the village just four days ago. (ANI)
