"He was acting mentally incoherent": Father of man involved in Parliament's security breach

The father of Ram Kumar Bind, the man involved in the Parliament security breach, said that his son had been acting mentally incoherent for the last few days.

Bhadohi (Uttar Pradesh) [India], August 23 (ANI): The father of Ram Kumar Bind, the man involved in the Parliament security breach, said that his son had been acting mentally incoherent for the last few days.
Speaking to ANI on Friday, Shiv Kumar, father of the accused, said, "He was acting mentally incoherent for the last 10-12 days. He worked as a saree salesman in Surat. We got to know this morning only that he is in Delhi."
The father said that he was unaware of his son's attempt to scale the perimeter wall of the Parliament complex with the intention to jump inside.
"He went to Delhi from Surat, and we were unaware of this. We have heard that he jumped (into the Parliament) in Delhi. We do not know what we will do now... We heard that he is in police custody in Delhi. We do not know how," he said.
His father is on his way to Delhi, and Ram Kumar will be handed over to him.
After a security breach attempt at the Parliament House complex was thwarted early Friday morning, preliminary investigations revealed that the intruder was a 19-year-old man from Bhadohi district in Uttar Pradesh and appears to be "mentally incoherent".
"Today at about 5:50 am, one unidentified person approached the Parliament House complex and tried to scale the perimeter wall with the intention to jump inside. However, due to the alertness of the CISF and Delhi Police staff, he was timely intercepted by the security staff and apprehended and handed over to local police for further enquiry," read the statement of Delhi Police.
"On preliminary enquiry, the person has been identified as Ram Kumar Bind, aged 19 years, native of Distt Bhadohi (U.P). He is working in a factory in Surat and appears to be mentally incoherent. Further enquiry is on," added the statement.
During questioning, he reportedly said he thought it was a railway station and climbed the tree because he heard sounds resembling trains from inside.
The sources said that the man jumped the wall between TKR 2 - North Utility of Parliament gate and got into the Parliament Complex. CISF security personnel at Parliament caught the intruder immediately.
The sources said that the man reached the Garuda gate of the new Parliament building by jumping over the wall from the Rail Bhawan side. (ANI)
