Central Govt forms committee to probe alleged irregularities in issuance of non-creamy layer certificate to AIIMS Patna chief's son

The Union Ministry of Health and Family Welfare on Tuesday formed a three-member committee to investigate allegations of irregularities in the issuance of OBC-Non-Creamy Layer (NCL) certificate to son of Dr Gopal Krushna Pal, Executive Director of All India Institute of Medical Sciences (AIIMS) Patna, and his subsequent admission into an MD course at AIIMS Gorakhpur.

New Delhi [India], September 24 (ANI): The Union Ministry of Health and Family Welfare on Tuesday formed a three-member committee to investigate allegations of irregularities in the issuance of OBC-Non-Creamy Layer (NCL) certificate to son of Dr Gopal Krushna Pal, Executive Director of All India Institute of Medical Sciences (AIIMS) Patna, and his subsequent admission into an MD course at AIIMS Gorakhpur.
Dr Gopal Krushna Pal also holds the additional charge of Executive Director of AIIMS Gorakhpur.
"A committee is hereby constituted to inquire into the complaints of irregularity in issue of non-creamy layer OBC certificate of Dr Auroprakash Pal, son of Dr Gopal Krushna Pal, Executive Director AIIMS Patna holding additional charge of ED AIIMS Gorakhpur and his admission to MD Microbiology in AIIMS Gorakhpur on the basis of the above non-creamy layer OBC certificate in violation of extant rules and guidelines," an office order of the ministry dated September 24, read.
The probe committee comprises Dr Manashvi Kumar, Joint Secretary; Priyadarshika Srivastava Director, (INI); and Sachin Kumar, Director Vigilance and Liason Officer, OBC.
The ministry noted that the committee will submit its report within a period of one week from the date of issue of the order.
According to the ministry order, sons and daughters of Group A / Class I officers of the All India Central and State Services (Direct Recruits) fall in the creamy layer and are not eligible for benefits of the reservations for the 27 per cent OBCs in Bihar and Uttar Pradesh as per the rules of the Union Government's Department of Personnel and Training (DoPT).
