"Accused found CM an easy prey," says Delhi court while framing charges against accused Rajesh Khimji

New Delhi [India], December 20 (ANI): The Tis Hazari court on Saturday framed charges against the accused Rajesh Bhai Khimji Bhai and Syed Tahsin Raza in the case of the attack on Delhi Chief Minister Rekha Gupta for the offences of criminal conspiracy along with attempt to murder, obstructing a public servant, and assaulting a public servant.
This case is linked with the alleged attack on CM Rekha Gupta during a Jan Sunvai at her camp office at Civil Lines in August 2025.
"Accused Rajesh Khimji attacked the victim, CM Rekha Gupta, who has neither passed any order in stray dogs matter and who had no role to play in the said order passed by the Supreme Court. Accused found an easy prey in the CM, as he was aware of the heavy security of the Supreme Court judges," Delhi's Tis Hazari court said on Saturday.
While directing framing of charges against accused Sakriya Rajesh Bhai Khimji Bhai, the Court observed, "The accused Rajesh was well aware that there was high security for the judges of the Hon'ble Supreme Court of India and so, he found an easy prey because the victim being a woman and despite being a Chief Minister was not having such a high security as that of the judges of the Hon'ble Supreme Court of India."
Additional Sessions Judge (ASJ) Ekta Gauba Mann, while directing the framing of charges, referred to the work of Shakespeare.
"William Shakespeare in his famous work titled 'Hamlet', said, 'Frailty, thy name is Woman," ASJ Mann quoted."
The court said in the present context, although the defence taken by the accused that he is an animal lover specially the dogs and he was upset by the order of the Hon'ble Supreme Court of India in Suo Moto Writ Petition (Civil) in "City Hounded by Strays, Kids Pay Price," the court said adding, but the accused was well aware about the heavy security of the supreme court judges.
"Considering the fact that the defence taken by accused Rajesh that he is a dog lover and he was upset by the order of the Supreme Court of India. But, he attacked upon the victim who has neither passed any such order and who has no role to play in the said order passed by the Honorable Supreme Court of India,' ASJ Mann observed.
The court also noted that the accused Rajesh was not a Delhi resident and he had no locus to go to the Delhi Chief Minister for his grievance against the judicial order of Highest Court of India. This shows that the defence taken by the accused Rajesh does not appease to the prudent mind.
The court took a serious view of the fact that the victim, who is a woman and was allegedly attacked by the accused Rajesh and also referred to the law which empowers every woman.
"The law of the country is that Justice empowers every woman from CH to CM i.e. from woman who is Cooking Help to Chief Minister and the Law protects them and punishes the wrongdoer with an iron hand," the court said.
The court noted that in the present case, the accused Rajesh managed to break into the security ring of the victim and bashed the victim mercilessly and threw her on the ground and as a result, the victim received injuries on her head in the temporal region, and there was a nasal bleed and lip injury caused to the victim.
Then, accused Rajesh, with both his hands, was throttling the neck of the victim and stating that he would not leave the victim alive, the court noted. (ANI)
