ED attaches 11.57 crore in assets of Ziqitza Health Care

New Delhi [India], Apr 3 (ANI): The Enforcement Directorate on Monday attached movable and immovable properties of Ziqitza Healthcare Ltd. and its directors (M/s ZHL) namely Sweta Mangal and Ravi Krishna worth Rs.11,57,70,944 under provisions of the PMLA, 2002. The CBI had earlier registered FIR against Ashok Gehlot, the Chief Minister of Rajasthan, Daru Miya, the then Health Minister of Rajasthan, Sachin Pilot, Karti P. Chidambaram, Ravi Krishna Sweta Mangal all directors of Ziqitza Healthcare Ltd. for commission of cognizable offences punishable under provisions of Criminal conspiracy; cheating; forgery of Valuable Security; forgery for the purpose of cheating and using forged documents as genuine under IPC. The Directorate registered of Enforcement therefore registered a criminal case under PMLA, 2002 registered on 09.09.2015. In the year 2010, Ziqitiza Health Care Ltd. was awarded the tender for 108 Ambulance Scheme by the then Rajasthan Government. The company committed a number of irregularities in the execution of the 108 Ambulance Service Scheme. Investigation also revealed that though the tender was allotted to Ziqitiza Health Care Ltd; the company was not adequately qualified as per tender requirements. The investigation revealed that Ziqitiza Health Care Ltd. committed major irregularities during the period of commission of offence. The irregularities included submission of exaggerated invoices/claims regarding operation of 108 Ambulance Service, Submission of claims for Off Road vehicles, Non maintenance of vehicles and making claims of non-operated vehicles; Showing and false counting of trips as multiple trips in claims; Non Installation of GPS in all vehicles for a long period and non-deduction of penalty in this regard; Alteration and manipulation in software and generation of fictitious data/reports in claims of operation etc. Due to these irregularities committed during execution of 108 Ambulance Service in Rajasthan Ziqitiza Health Care Ltd. made illegal gains to tune of Rs. 23 crore. The illegal gains acquired by Ziqitiza Health Care Ltd (ZHL) and its directors acquired are the proceeds of crime in the form of operation cost of 108 Ambulance Service. Investigation further revealed that funds were laundered through the accounts of company into movable and immovable assets in nature of FDRs and immovable properties. The movable and immovable properties of ZHL and its directors namely Sweta Mangal and Ravi Krishna worth Rs.11,57,70,944 have been attached under provisions of PMLA, 2002.
